DTNI Routemap

The new Community Asset Transfer Routemap lays out the CAT process and encompasses the current formal process in relation to the disposal of surplus public sector assets alongside the potential role of DTNI as the centre of expertise for the third sector on this process. From 2017 a new process will be in place where all surplus central government assets will be placed into one central repository within an Asset Management Unit at the Strategic Investment Board for disposal. How the CAT policy and DTNI will relate to this Unit is as yet undecided but it is hoped that assets of community interest will be able to be identified and marketed to the most appropriate geographic communities for interest.

Investment Readiness Enterprise Assessment Diagnostic (IREAD)

DTNI’s (IREAD) analytical resource assesses an organisation's capacity to engage in social enterprise development and will provide a skills baseline for the organisation from which to build if the organisation seeks to draw investment to its work. The IREAD tool assesses against the key pillars of Governance, Finance & Financial Planning, Human Resource Management, Social Impact, Business Planning and Asset Management and Development. The tool, once completed,  produces an composite report cross referencing all of the information inputted to give the organisation an outline of their organisational skills competencies and areas that might require further development support.

The diagnostic tool is based on similar models developed in England by DTNI’s sister organisation Locality and the Big Lottery which were designed to provide a profile for specific funding programmes which sought to move organisations from grant dependency to more sustainable business models where there were elements of trading income. The tool aims to support organisations to think about their own sustainable development and has a particular pillar around assets, asset management, development and acquisition. DTNI members have access to the tool in order to profile their organisations. External organisations can buy use of the tool and it can be administered by an experienced DTNI staff member as necessary. Website address is
